Ali Babacan was born in Ankara in 1967.
He graduated first in the Class of 1985 from the TED Ankara High School.
In 1989, he received a Bachelor of Science Degree (BS) in Industrial Engineering from the Middle East Technical University in Ankara, where he ranked first among the graduates of that year.
In 1990, he was awarded a Fulbright Scholarship and attended the Kellogg School of Management at Northwestern University in Evanston, Illinois, where he received his Master of Business Administration (MBA) in Marketing, Organizational Behavior and International Business in 1992.
From 1992 to 1994, he worked at a Chicago-based company providing financial consulting services to top executives of major banks in the United States.
Subsequently, he returned to Ankara to run his family business from 1994 until 2002.
In 2001, he became a Founding Member and Board Member of the Justice and Development Party (AkParti), a position which he still retains.
At the general elections held in November 2002, he was elected to Parliament and appointed as the Minister of Economy, a cabinet position he retained throughout the 58th and 59th Governments of the Republic of Turkey until August 2007.
In addition to his tenure as Minister of Economy, on June 3, 2005, he was appointed as Chief Negotiator in Turkey’s accession negotiations with the European Union.
At the general elections held on 22 July 2007 he was re-elected to the Parliament.
On August 29, 2007, he was appointed as the Minister of Foreign Affairs of the 60th Government of the Republic of Turkey.
And then on May 1, 2009 he was appointed as Deputy Prime Minister, in charge of Finance and Economy

Dr. Alexander Barkawi has worked in finance and sustainability as Managing Director of
until 2009. Today, he is preparing for a move into policymaking and sustainability. In his role at SAM, he was responsible for worldwide marketing, sales and licensing as well as media and public relations for the Dow Jones Sustainability Indexes and other indexes compiled by SAM – one of the first companies to specialize in sustainability investments.
He studied economics at the
University of St. Gallen
, Switzerland, followed by a Ph.D. at the university's Institute of Sociology. He remains connected to the academic world as president of the oikos foundation – an organization that supports the integration of sustainability issues into teaching and research at faculties for economics and management worldwide.

, is an experienced tourism industry professional with a wealth of experience across the Asia Pacific region. He was appointed Managing Director of Jetwing Hotels in 1987 and quickly developed a reputation for creating specialist boutique properties in his home country of Sri Lanka.
Mr. Cooray has taken a very active role in the repositioning of tourism in Sri Lanka and was conferred with the honorary title ‘Sri Lanka Sikhamani’ by Her Excellency the President of the Socialist Democratic Republic of Sri Lanka. He has served with distinction as a Board member of the Sri Lankan Tourism Development Authority and also sits on the Board of The Small Luxury Hotels of the World.
He has also displayed remarkable commitment to sustainable tourism and has served as Chairman of the Responsible Tourism Partnership of Sri Lanka.
A marketing graduate from the University of North Carolina, Hiran Cooray previously served as Chairman of the PATA Sri Lanka Chapter.
Amanda Ellis, Deputy Secretary, International Development, Ministry of Foreign Affairs and Trade, New Zealand
Amanda Ellis is the Deputy Secretary for International Development, responsible for managing the
New Zealand Aid Programme
and advising the Government on international development issues.
Ms. Ellis is an economist specializing in international trade and development economics. Before returning to the Ministry of Foreign Affairs and Trade in July 2010, she was the Lead Specialist, Poverty Reduction and Economic Management for the World Bank Group. Amanda also managed the World Bank's Global Private Sector Leaders CEO Forum.
Ms. Ellis’s previous roles with the Ministry have included positions at the OECD in Paris, as Consul in the French Pacific Territories, and as manager of New Zealand's aid programmes in Viet Nam, Laos PDR and Cambodia.
Patricia Francis, Executive Director, International Trade Centre (ITC), Switzerland
Patricia Francis, an award-winning leader and business facilitator, joined the
International Trade Centre
as Executive Director in June 2006.
During her tenure at ITC the annual project implementation has moved from US$ 25.3 million to US$40 million with larger, multi-year, multi stakeholder programmes now representing more than 50% of the portfolio.
This has been the result of a change management process which has instilled a strategic planning and reporting cycle, mainstreamed MDG programmes for gender, environment and poverty and introduced results based management principles. The profile of the organization has been improved with a new brand identity and values, and information outreach has been increased through the launch of a new website and upgrading of the Trade Forum, corporate events and the publications programme.
ITC now has a better understanding of its clients through the first ever ITC client survey, and partnerships have been strengthened through active participation in the WTO’s Aid for Trade and the One UN initiative which seek to achieve greater coherence among international and regional trade related organizations. ITC has also conducted a major study of programme support functions to streamline processes, and is reviewing financial administration systems to ensure greater efficiencies in the organizations operations.

International Lodging for Marriott International, Inc
. based at the company’s headquarters in Washington, D.C. He has been in charge of international lodging since 1990. During this time, Marriott’s international business has grown from 16 properties outside the United States and Canada to 350 hotels in 70 countries with another 175 hotels under construction.
Mr. Fuller joined Marriott in 1972 as a management trainee and has had increasing marketing, sales and operational responsibility. He was promoted to President and Managing Director, his current position, in 1997.
His book, ‘You Can’t Lead With Your Feet on the Desk’, was published in March 2011 by John Wiley & Sons.
Kemal Fahir Genç, Deputy Undersecretary, Ministry of Culture and Tourism, Turkey
Mr. Kemal Fahir Genç, Deputy Undersecretary, Ministry of Culture and Tourism, Turkey, started his career in the Prime Minister’s office as a reporter. He later worked in other departments, including the Department of Economic and Financial Affairs, Undersecretary’s Office, the Bureau of Committee of Inspection Department, External Relations Department.
In 1991, he was Head of Section of the Prime Minister’s office. From 1991-93 he was head of the Secretariat Office of the State Ministry; from 1993-94 he was head of the Prime Ministry’s Secretariat Office; and from 1994-97 he was counselor to the Prime Minister and counselor to the Prime Minister’s.
He is a former deputy chairman of Research, Planning and Coordination Committee and deputy undersecretary (ad interim). He became deputy undersecretary of the Ministry of Culture in November 2000. He served as a member of Committee of the Prime Minister’s Promotion Fund and Committee of the Prime Ministerial Board for Protection of Children. From 2003-05 he worked as counselor of the Ministry of Culture and Tourism. He was appointed deputy undersecretary of the Ministry of Culture and Tourism in September 2005.
He graduated from Ankara Industrial Arts College with a degree in business administration in 1978. He also holds a master’s degree from the Institute of Cooperation of the Academy of Economic and Commercial Sciences.

For a number of years Mr. Hepburn worked with South African Tourism, helping it to deliver targeted strategies and communications campaigns designed to spread tourist dollars to less visited parts of the country. He has also worked with the Africa Foundation to bring sustainable investment into local villages and communities in South Africa and beyond.
Amongst other projects, he has given breakthrough strategic positioning advice to global food giant Danone; promoted Hard Rock International's global positioning; and delivered strategic advice to Dohaland on its launch positioning and communications. He launched the European Climate Exchange and helped transition Tesco Bank to a prime strategic position in the UK personal banking and finance sector. He also formulated the transformational strategic positioning for Qatar's RasGas.
In the UK he has devised and delivered an award-winning communications programme for the British Chambers of Commerce; has led a positioning campaign for NHS Professionals; promoted the UK Government's New Deal and Action for Jobs; and launched Employment Zones.

Guy Apan Johnson has been Secretary-General of the
Ministry of Handicrafts and Tourism of Benin
since January 2011. He has held various positions within the ministry, including: Technical Tourism Adviser to the Minister of Handicrafts and Tourism; Assistant to the Minister of Handicrafts and Tourism; Deputy Director of the Cabinet of the Minister of Culture, Handicrafts and Tourism; Technical Adviser for Tourism to the Minister of Commerce, Handicrafts and Tourism.
He has also held various other positions including: Director-General, Agency for the Development and Promotion of Tourism on the “Peach Route”, Benin; Inspector of Establishments, Hospitality and Tourism Attractions, Directorate of Inspection and Internal Audit; Head of Programming, Coordination and Project Monitoring, Directorate of Programming and Forecasting; Director of Tourism and Hospitality.
From 2007-2011, Mr. Johnson was an elected member from Africa to the World Trade Organization Programme Committee for the 17th and 18th General Assemblies.
Mr. Johnson obtained a Master’s in Economics from the Academy of Economic Studies in Romania in 1985. In 1989 he obtained a Graduate Diploma (DESS) in Tourism from the International School of Tourism Sciences (EIST) in Italy; and in 1993, he obtained a Certificate of Competency in Tourism Policy from the World Center for Advanced Studies of Tourism, Paris (Sorbonne).

Mr. Lipman has written and lectured around the world on tourism strategy, sustainability and airline liberalization, co-authored books on opening up European Aviation, established a Think Tank on Free Trade in the Air, and led a major study on EU airline merger policy.
Lipman has played a leading role in many global tourism initiatives including IATA’s Liberalization reform, Development support and Consumer interface: WTTC’s Agenda 21 for Travel & Tourism, Green Globe and Tourism Economic Research: UNWTO’s ST-EP initiative, Liberalization with a Human Face trade strategy, Davos Process on Climate Change and Roadmap for Recovery/T20 Strategy.
H.E. Darlington Mwape, Permanent Representative of Zambia to the United Nations
H. E Mr. Darlington Mwape is the Permanent Representative of Zambia to the UN and other International Organisations in Geneva and Vienna.
Mr. Mwape has served in many capacities in the course of his career as a practicing lawyer. Before assuming his current duties, he served as the Legal Advisor to the President of the Republic of Zambia. In Geneva, he continues to play an active role in the trade sector and has held the Chairmanship of the Committee on Balance of Payments Restrictions of the WTO and Coordinator of the LDC Group in the WTO. He is currently the Chairman of the Joint Advisory Group of the ITC as well as the Special Session of the TRIPS Council of the WTO. He is also the Vice Chairman of the Trade and Development Board of the UNCTAD and sits on the Board of the Advisory Centre on WTO Law.

, a position she has held since 2007. Before becoming Minister of State for Investment and Empowerment, Dr. Nagu was Minister for Justice and Constitutional affairs from 2006-2007. She has been a Member of Parliament for the Hanang Constituency since 2005.
Previous positions with the government include: 1994-95, Senior Consultant, Presidential Parastatal Reform Commission; 1995-2000, Member of Parliament and Minister for Community Development, Women Affairs and Children; and 2000-05, Member of Parliament and Minister of State, President's Office, Public Service Management.
Dr. Nagu held numerous positions in the private sector before joining the government. From 1976-81 she was Assistant Operation Officer then Project Officer, NDC. From 1981-84, Dr. Nagu was Planning Officer, Morogoro Shoe Company and Marketing Officer, Morogoro Tanneries. And from 1984-94, she was, Planning and Commercial Manager and then General Manager, Leather Goods Factory, Morogoro.
In 1976 she obtained a BA in Economics and in 1984 an MA in Economics from the University of Dar es Salaam. In 2004 she obtained a PhD from Washington International University.
Taleb Rifai, Secretary-General, World Tourism Organization
Taleb Rifai is Secretary-General of the
World Tourism Organization
(UNWTO) based in Madrid, Spain. He has held this position since 1 January 2010. Mr. Rifai joined the UNWTO in 2006 as Deputy Secretary-General and from March to December 2009 he was Secretary-General ad interim.
Previously, Mr. Rifai has been Assistant Director-General of the
International Labour Organization
(ILO) and has served in several ministerial portfolios in the Government of Jordan as Minister of Tourism and Antiquities; Minister of Information, and Minister of Planning and International Cooperation. He has also held positions as CEO of the Jordan Cement Company and Director General of the Investment Promotion Corporation
During his term as Minister of Tourism, Mr. Rifai served as Chairman of the Executive Council of the World Tourism Organization (UNWTO). From 1993 to 1995, Mr. Rifai headed Jordan’s first Economic Mission to Washington DC, promoting trade, investments, and economic relations between the two countries.
Mr. Rifai began his career as Professor of Architecture, Planning and Urban Design at the University of Jordan from 1973-1993. He received his Ph.D. in Urban Design and Regional Planning from the University of Pennsylvania, USA (1983); and a Master’s of Science in Engineering and Architecture from the Illinois Institute of Technology, USA (1979). He also obtained a B.Sc. in Architectural Engineering from the University of Cairo in 1973.

Rosette Chantal Rugamba is Founder and Managing Director of
. She has been actively involved in travel and tourism for the past 18 years, first with Euro Star , then with British Airways before returning to Rwanda to spearhead a revitalization of the tourism industry as Director-General of
(ORTPN), and later as Deputy CEO of the
Rwanda Development Board
(RDB). During her seven years at ORTPN and RDB, she oversaw the transformation of Rwanda’s tourism sector from a primarily single-product industry attracting 13,000 visitors annually into a multifaceted one drawing over 790,000. As a result, Rwanda is now one of the most sought after destinations and tourism is now the leading foreign exchange earner for the country.
She played a significant role in the establishment of the Transboundary agreement with Uganda and Democratic Republic of Congo which outlines the transboundary management of the Mountain Gorilla population, revenue use and the establishment of the Greater Virunga Transboundary Secretariat. She has been recognized by the East African community for her role in the formulation of policies promoting East Africa as a single destination and the single East African visa.
Ms. Rugamba is special advisor to the Secretary-General of
. Currently she serves on the board of Akagera Management and is a member of African Leadership in Conservation. She is an Aspen Global Leadership Network fellow.
Dorothy Tembo, Executive Director, EIF
Dorothy Tembo joined the Executive Secretariat (ES) of the
Enhanced Integrated Framework
in 2009. Before joining the EIF, she was the Chief Trade Negotiator and Director, Foreign Trade,
Ministry of Commerce, Trade and Industry, Zambia
. In her capacity as the Director of Foreign Trade, Ms. Tembo also served as Zambia's Integrated Framework (IF) Focal Point and brings first-hand experience and understanding of the IF implementation to the ES.
Ms. Tembo possesses a broad understanding of economic implications of international trade policy on development and has experience in analytical research on international trade and development issues related to her native Eastern and Southern African region and the Multilateral Trading System as a whole.
Previously she led the Zambian team at technical level during their tenure as coordinator of the LDCs within the WTO framework in 2005. The LDCs during Zambia's tenure saw the Hong Kong WTO Ministerial Meeting decide the principle agreement of extending duty and quota free market access to the group, the setting in motion of the Aid for Trade agenda and the endorsement of commencing work on the IF enhancement.
Luzius Wasescha, Ambassador, State Secretariat for Economic Affairs and Permanent Representative of Switzerland to the World Trade Organization, Switzerland
Luzius Wasescha is Ambassador, State Secretariat for Economic Affairs (SECO) and Permanent Representative of Switzerland to the World Trade Organization (WTO) and European Free Trade Association (EFTA). Amb. Wasescha is Delegate of the Swiss Government for Trade Agreements, member of the board of the State Secretariat for Economic Affairs (SECO). He is head of the Swiss negotiating team in WTO in several free trade negotiations (Japan, Ukraine, Russia). He is presently Chair of the NAMA negotiations (WTO) in the Doha Round.
From 2001 to 2005, Dr. Wasescha served as the chairman of the Trade Committee of OECD. He has been involved in defining the strategy and coordination of WTO Affairs in the Swiss Government. He was also head of the Swiss Delegation to the Energy Charter Treaty from 1997 to 1999. He has been Deputy Permanent Representative of Switzerland to the Economic Commission for Europe of the UN (1982-1983) and in this capacity co-ordinator of the Western Caucus at the technical level and then for GATT (1983-1987).
Ambassador Wasescha has a Ph.D. in law. He has been involved in defining the strategy and coordination of WTO Affairs in the Swiss Government and was the initiator i.a. of the Swiss project of special training courses for countries in transition
Patrick Ramonjavelo, Honorary President of the Madagascar Travel Agents Association – Temporary Technical Advisor of The Madagascan Ministry of Tourism and Handicrafts.
Patrick Ramonjavelo is Honorary President of Malagasy Travel Agencies Association since December 2010 (
). He is also the technical advisor to the Minister of Tourism and Handicrafts of Madagascar since June 2009.
Together with those appointments, he works for Amadeus France as Air Product Manager in the Marketing department since August 2006. He was the project manager of the 100% electronic ticket for the French market.
Previously, he has held various positions such as Area Sales Manager in a French MRO (Maintenance Repair Organisation), Research Officer in competitive intelligence for Air France, junior Project Manager of the Air France-KLM merger or research analyst in the 4
freedom air to African routes for Corsairfly.
Mr. Ramonjavelo obtained a Graduate Diploma (DESS) in Law, Economics and Management of Air Transport in Aix-Marseille3 in 2002 (

Finally, Patrick Ramonjavelo is at the Head of a Committee in charge of organizing an international conference on Sustainable Tourism in Madagascar which should be held early 2012.
David Eades, Presenter, BBC World News
David Eades became a presenter on BBC World News in 2003 after a decade as a frontline news correspondent for BBC television and BBC radio. As well as presenting the news daily, David focuses on major sporting events and European stories, providing live coverage of events from the World Cup to key EU summits.
David was the BBC’s Europe Correspondent for five years from 1994, covering stories from the Bosnian war to the death of Diana, Princess of Wales, as well as all the main developments of the European Union. He travelled widely from Eastern to Western Europe, but also had the opportunity to extend his global reporting on stories from Russia and China.
David moved to Belfast as Ireland Correspondent in 1999, reporting on a critical period in the evolution of the Good Friday Agreement. He moved back to London in 2001 to take up the post of senior sports news correspondent.
David began his career in print journalism working on the Grimsby Evening Telegraph, and he continues to write articles on sport and European politics for a variety of publications.
A keen sportsman, David enjoys golf, tennis and running. He is a keen Francophile and studied at the University of Bristol, where he gained a joint honours MA degree in French and Politics.
H.E. Ms. Valentine Sendanyoye Rugwabiza, Deputy Director-General, World Trade Organization
Valentine Sendanyoye Rugwabiza has extensive work experience in senior Government and private sector positions. Over the last three years she has served simultaneously as Rwanda’s Permanent Representative to the UN in Geneva, Head of Delegation to the WTO and Ambassador Extraordinary and Plenipotentiary to Switzerland.
Prior to her current assignment, Ambassador Sendanyoye Rugwabiza was adviser at the Council of Economic and Social Affairs in the Office of the Rwandan President.
Before joining government service in 2000, Ambassador Sendanyoye Rugwabiza managed her own company, which she had established on her return to Rwanda in 1997. Previously she worked for eight years as a senior manager with a major Swiss multinational company, first as head of commercial development and marketing operations for Central Africa and then as regional manager for Central and West Africa.
Ambassador Sendanyoye Rugwabiza is a founding member of the Rwandese Private Sector Federation, the Rwanda Women Entrepreneurs’ Organization and the Rwandese Women Leaders’ Caucus.
She has been Coordinator of the African Group in the WTO. She is one of the two Ambassadors representing the LDCs in the Integrated Framework Working Group. She initiated the Integrated Framework in Rwanda.
Ambassador Sendanyoye Rugwabiza obtained both her degree and master’s degree in sciences from the National University of Zaire (now RDC) respectively in 1985 and 1988.
