  •  Responding to COVID-19

    March-August 2020  

    By tailoring its approach, especially for small businesses, the International Trade Centre has kept the impact of the COVID-19 outbreak on the ARISE Plus project implementation in the Lao People's Democratic Republic to a minimum.

    • Implemented counter measures for all ARISE Plus activities, including using online and collaborative tools
    • Contributed to the UN Country Team's joint COVID-19 response efforts: Socio-Economic Response Framework for Lao PDR, co-led the work on trade, private sector and value chains for the recalibration of the National Socio Economic Development Plan  
    • Put continuous information sharing mechanisms in place with key counterparts (such as the Ministry of Industry and Commerce, its National Implementation Unit, European Union, Lao National Chamber of Commerce and Industry, and more).
    • Prepared a comprehensive continuity plan for March and April.

    COVID-19 activities are:

    • Two rapid sectoral COVID-19 Business Impact Assessments (coffee, wood processing). LINK
    • Adapted sectoral export roadmaps in coffee and wood processing: focusing on enhanced resiliency, including risk management, digitalization and e-commerce tools.
    • Adjusted activities to reflect the new normal caused by COVID-19, including the Foreign Trade Negotiations Roadmap, conformity assessment action plan, and interventions in e-commerce (e.g. regulatory assessments of tourism and transport & logistics sectors).
    • Updated Trade implications of Lao PDR's graduation from LDC status, including drastic changes in GDP growth due to COVID-19.
    • Supported the Lao National Chamber of Commerce and Industry with the analysis and drafting of results of COVID-19 Business Impact Survey report (available in Lao here.)
     

    MITIGATION MEASURES

    The project quickly adapted its workflow. The International Trade Centre had to postpone seven activities (such as fact-finding missions and face-to-face training seminars). Other scheduled activities continued by applying the following measures:

    • Using online tools for meetings, virtual consultations, interviews, and surveys.
    • Using collaborative online tools to update documents.
    • Using e-learning (online webinars, online training videos and forums are being considered).
    • Considering collaboration with new partners.
    • Re-framing timelines: assessing postponement vs. online solutions.
    • Focusing on desk research and preparatory activities.

    A series of deliverables are expected before the end of 2020, including several webinars and sensitization events, releases of studies and publications.

    Collaboration

    ITC actively engaged in the multi-stakeholder taskforce for the recalibration of the 9 National Socio Economic Development Plan (NSEDP) responding to COVID-19. ITC took part in the discussions as well as the lead in drafting the background paper for the group on trade, private sector and value chains in close collaboration with the Ministry of Industry and Commerce and other UN agencies.
