ARISE+ promotes inclusive economic growth, climate change resilience, mitigating vulnerability and job creation in the Lao People's Democratic Republic.
The project gears towards improving the country's overall business environment and increasing its participation in global value chains in two sectors: wood processing and coffee. During the project period (2018-2022), the European Union-funded project will support the country's regional economic integration under the European Union (EU) 2014-2020 Multiannual Indicative Programme for Asia.
The project's main partner is the Ministry of Industry and Commerce (MoIC) through its National Implementation Unit. An ITC Project Coordination Office, based in the Ministry of Industry and Commerce, supports the project implementation.
Project beneficiaries include line ministries such as the Ministry of Agriculture and Forestry or the Ministry of Science and Technology, as well as trade and investment support institutions, including the Lao National Chamber of Commerce and Industry.
Direct project beneficiaries are also Lao producers, micro, small and medium-size enterprises (MSMEs) and exporters (e.g. in the wood processing and coffee sectors), including women and youth.
The progressive integration of Lao People's Democratic Republic into regional value chains within the Association of Southeast Asian Nations (ASEAN) Economic Community and related trade agreements with neighbouring Asian countries can generate significant growth, increase exports and create employment opportunities in non-resource sectors.
Exports to the EU under the existing Everything But Arms scheme can also be expanded. ARISE+ will help the country take advantage of these opportunities by improving the business environment in specific sectors, with a focus on regional economic integration and trade and investment to and from the EU, and by supporting productive capacities through addressing supply-side constraints, business competitiveness and investment in these sectors. Together, these activities will contribute to the overall objective of inclusive economic growth, mitigation of vulnerability (especially due to dependence on few sectors and markets) and job creation.
The programme assists the Government of the Lao People's Democratic Republic, through the Ministry of Industry and Commerce and other competent ministries, departments and agencies, as well as the private sector.
